WDR announces a new secure option for sharing information with the firm. To improve information sharing for our clents, we now offer SafeSend for companies to send us their private information. When you click the link you wil be promped to enter your name, email address and select a recipient. You can drag and drop or click the box to browse your computer to add file for transmission.

Welcome Sheila Bolz and Tammy DeBlois
Whittemore, Dowen & Ricciardelli, LLP is pleased to announce the addition of two new employees.
Sheila Bolz of Queensbury joins the firm as a staff accountant. She will provide accounting, tax, bookkeeping, and payroll services to our clients. Sheila earned her Bachelor of Science degree from Ithaca College in 1986, and brings a wide-range of private sector experience to the team.
Tammy DeBlois of Fort Ann joins the firm as an administrative assistant. She will be involved in day to day office duties, and provide support to the accounting staff. Tammy completed her Associates degree in Business Administration at the Community College of Vermont in 2003.
“Both Sheila’s and Tammy’s years in the private sector will enrich our team”, said Karen Carpenter, CPA. “Private accounting has a subtly different focus and the ability of our staff to understand our clients’ perspective allows us to better serve our clients.”

NYS Property Tax Freeze Credit
Next month NYS will be issuing Property tax refund checks for those school districts that stayed within the property tax cap. The amount of the refund is suppose to be the greater of the difference between this years school tax and last years school tax or 1.46% of last year school tax bill.

NYS Announces Family Tax Relief Credit
The family tax relief credit is a $350 payment to certain middle-income New Yorkers.
In the Fall of 2014, the Tax Department will automatically mail checks to eligible taxpayers. If you are eligible for the credit, you do not have to apply. If you think you are eligible, but do not receive a check, you will be able to have your case reviewed.

Whittemore, Dowen & Ricciardelli, LLP announces the addition of two new staff accountants, Corey Jenkins and Lisa A Quaglino.
Glens Falls native, Corey Jenkins joins the firm after graduating from University at Albany, with a Master of Science in Accounting in 2014. She was inducted in the Beta Gamma Sigma International Honor Society in 2013 in recognition of her academic achievement. Corey is a member of the firms audit team.

Lisa A. Quaglino of Clifton Park joins the firm as a staff accountant. She will provide accounting, tax, bookkeeping and payroll services to our clients. Lisa earned dual Bachelor of Science degrees in Accounting and Business Administration from the State University of New York at Plattsburgh in 2012 and is currently pursuing her Master of Science in Accounting at St. Rose.

Help keep your NYS Unemployment Rate as low as possible.
NYS has a new Unemployment Insurance web account, “SIDES”, for Employers to use. Set up your account to respond to UI claims and other notices.
There are now only 10 calendar days, from the stated mailing date of the notice, for NYS to receive a reply to the Notice of Potential Charges when your former employee files a claim. If the reply is not received within the 10 day time frame, your information will not be considered and your account will be charged for any UI claim payments made by NYS to that employee.
Note: for 2014 – lowest NYS UI rate available is a combined 2.1%, new employer rate remains at a combined 4.1%.

Sunsetting of QuickBooks 2011
On May 31, 2014, Intuit will officially sunset and no longer support QuickBooks 2011. As such, we will no longer maintain that version of QuickBooks on our system. Please note that any versions of client QuickBook's files that are from QuickBooks 2011 or earlier will be updated to the most recent version of QuickBooks, and that we will no longer be able to provide you with the Accountants' Change File for those clients that prefer to give us Accountants' Copies of their files.
We encourage those that are using QuickBooks 2011 or earlier to update the program. If you have any questions, please contact our office.
FUTA Credit Reduction Announced
The 2013 FUTA credit reduction rates for Federal Unemployment Taxes have been released. Employers in New York and 13 other states will owe additional FUTA taxes for the 4th Quarter 2013. In our area, Connecticut, Ohio and Rhode Island are also affected by this extra cost. This is not a payroll deduction, it is strictly an employer expense.
The additional rate for New York employers is 0.9% on the first $7,000 of taxable wages earned in 2013. For each employee that earns $7,000 or more, the additional expense to the employer will be a maximum of $63.00 ($7,000 x .009). This additional tax is calculated on the annual form 940 and is due by January 31, 2014.
ATTENTION: S-Corporations Owners and Bookkeepers
Deducting Health Insurance Premiums for S-corporation owners:
Any S-corporation shareholder that owns more than 2% of the company must add health insurance premiums to their year end wages and their Form W2 (premiums are not subject to Social Security, Medicare or unemployment taxes). The IRS does not allow the S-corporation to deduct the health insurance premiums for the more than 2% shareholder or their family, but does allow the wages to be deducted on the business return. The shareholder then is able to deduct the health insurance premiums on their individual income tax return as a self employed health insurance deduction subject to the IRS limitations. This IRS rule also applies to family members (spouse, child, grandchild or parent) that are covered by the S-corporations health insurance plan regardless of whether the family member owns stock. Remember to add the health insurance premiums to the shareholder’s W2 wages so the premiums can be deducted.

Sales Tax Rates to Change - December 1, 2013
Effective December 1, the following counties have announced changes to their sales rates:
Reregister for the School Tax STAR Exemption by December 31
Don’t forget to register for the STAR exemption by December 31 to continue receiving the basic exemption in 2014. Taxpayers currently receiving the STAR exemption must reapply to continue receiving it. Registration can be completed online at www.tax.ny.gov then click on “Register for STAR” or by calling the NYS Department of Taxation (518)457-2036.

IRS Introducing a Simplified Option for Home Office Deduction
The home office deduction rules are among the most complex in the Tax Code and are strictly enforced by the IRS. On January 15, 2013, the IRS announced a new simplified option (also known as a safe harbor method) to calculate the home office deduction. The simplified option, at this time, is capped at $1,500 per year based on $5 a square foot up to 300 square feet. It is important to weigh the benefits of using the new simplified option against computing the home office deduction under the regular Tax Code rules. Important Notice to Employers with Employees who are eligible for Medicare
The Centers for Medicare & Medicaid Services (CMS) may contact you regarding health insurance coverage you may provide employees who are eligible for Medicare. CMS is attempting to determine which plan, Medicare or the employer health plan, is the primary payer of these employees’ health services. The letter requires a mandatory response usually within 30 days. You can get an extension to 60 days. If you receive the questionnaire and would like our assistance in responding to it, please contact Karen A. Carpenter, CPA in our office.

Rotary Club of Glens Falls Honors Donna Farrar
Donna Farrar was presented the Rotary Club of Glens falls, New York’s Charter Day award on April 28, 2011. The Charter Day award was presented in recognition and thanks for Donna’s outstanding and dedicated service and leadership of the Club.
In 1987 Donna along with two other women became the first female members of the Glens Falls Rotary Club. Having served on the Club’s Youth Exchange Committee and Board of Directors, Donna was named the first woman President of the club for the 1995-96 club year.
Donna is active in the Pure Water for the World project, and travelled to Honduras in 2006 to help implement the water filter program there. She is on the steering committee for the club’s sixth annual Water Walk fund-raiser which is May 7th this year in Crandall Park, Glens Falls.

Colin Combs named as Partner
We are pleased to announce that Colin D. Combs, CPA, CFE has been named a partner in the firm. Colin has has been a senior manager in the our accounting and auditing department. His practice specialization is governmental and not-for-profit audits. Colin also heads up the firm’s fraud auditing unit.
Colin joined the firm of Edwards, Williams, McManus & Ricciardelli in June of 2003 which merged with Whittemore, Dowen & Kilburn in April 2006. In 1996, Colin graduated from Adirondack Community College with an AAS degree in Accounting and in 2001 he received his BS degree from Siena College. Colin was licensed as a Certified Public Accountant in August 2005. On March 17, 2008, the Association of Certified Fraud Examiners, the world’s leading provider of anti-fraud training and education, awarded him the globally preferred Certified Fraud Examiner (CFE) designation. Colin is also a Leadership Saratoga Alumni of the class of 2007.
